There are 3 beaches you can use without a permit in EH during the week and each requires paying $15/day to park. You won't be able to use any beach on a weekend without a permit. If you have signed a rental agreement, you may be able to take that to town hall and pay for a parking permit.

You can bike to any of the beaches and get on for free. It's just parking that's the problem.
