There is a rest area where highway 2 intersects I-35 that has a great view of the city and harbor. We stop there every time we come through.

Enger Tower in Enger Park. Hard to find, though., but well worth it if you can. I believe the rest area previously mentioned is the Thompson Visitor Center.

Agreed, Enger Park and Tower, Thompson Hill Information Center, and JJ Astor Restaurant & Lounge at the top of the Radisson are all great. If you don't plan on eating, JJ Astor may let you take a quick peek if they're not busy.

For different views, I'd check out Hawk Ridge Bird Observatory on the East. To the west, get on W Skyline Parkway where it starts (I35 to Midway Rd, to Becks Rd). There are a couple of overlooks along there, and a short drive brings you to Spirit Mountain. In fact, there are some nice views at the top of Spirit Mountain, too.
