Your arrival date is really important. The winter rates are very high - for any type of accommodation, and a place with a balcony and view will be the highest rates.
If you are looking right on Clearwater Beach and want a balcony and view, the most reasonably priced units would be the Magnusson Hotel and the Travelodge. They are across the street from the beach and would have views. These two hotels are often referred by Mark - our other DA. I've never stayed in them - they are older but suppose to be kept clean - and I'm not sure about balconies. There are near the Pier - so good location.
The Pelican Point is across the street from the ocean - it is an all suite hotel and some rooms have balconies and good views. Some if the suites are privately owned and available for rent on VRBO, Flip Key, and vacationrentals.com for a cheaper rate. There will also be some condos that might fall in your price range. They will have minimum stays and most of them are not on the ocean - but some might be on the intracoastal and a few blocks from the beach.
The Palm Pavilion is my favorite budget hotel. It is on the north end, older but immaculately clean. Right on the ocean, but no balconies and only the top floors have good views. Their rooms are small and there are no elevators, but it a great hotel, so you might want to check out the reviews.
