Looks like nearest beach for dogs is at Laguna Beach. Hopefully some locals will help you with this.

In San Clemente, not really. I have seen people bring dogs to the north end of Trestles, but they are not supposed to be there.

No dogs on the beach in Laguna during the summer. Only mid-September through May.
