advice on fall foliage colors

My friend and I are interested to see fall colors and having been researching places to do so. I read about Plumas County on the web and they suggested 6 different tours. I would appreciate any suggestions or experiences from anyone. Also when would it be a good time to go? I am thinking of that week with Veteran's Day 11/11. Would it be too late then? Thanks.
