I didn't realize that WeHo had such a high density of population. We have just a handful of tall residential buildings (most resdiences are single family homes or in 2 or 3 story buildings). I would imagine that downtown L.A., Century City, the Wilshire Corridor in Westwood, and the apartment and condo density in koreatown (over the last 10 years) far surpasses the population density of West Hollywood.

Other parts of the huge City of Los Angeles have tried to secede without success, they include ALL of the San Fernando Valley, Wilmington, and San Pedro. Most residents still wish to break away, but the powers that be won't let it happen.

The history of annexation and incorporation is a big subject, in and of itself. The concepts may not be clear to some people outside California (or even SoCal).

If San Fernando Valley could put enough money in the bank to show the State and others that it could finance its own affairs, it would probably be able to secede. It takes more than political will.

I think you mean "county" of Los Angeles. i think Malibu was an unincorporated community in LA County before incorporation. I could be wrong.

True about Malibu, which became independent in 1991. Yet Malibu is not very independent. They are connected with Santa Monica for schools (Santa Monica/Malibu Unified School District) and contract with the LA Sheriff's Dept. for police services. I think fire service is covered by the state.

Part of the reason they chose to become an independent city had to do with their refusal to hook up to a sewer system.

"In many ways, the septic tanks played a large role in Malibu becoming a city. It incorporated and formed its own government in 1991 to stave off Los Angeles County's efforts to install a sewer system in the area. Residents at the time feared sewers would unleash a wave of development that would turn Malibu into Miami Beach West." LA Times, …latimes.com/2009/…me-malibu-septic6

They are being pressured now to build a sewer system that will be very costly for businesses and residences. Hope it was all worth it!

Malibu has never been a neighborhood of the city of Los Angeles. It was unincorporated county area. As was West Hollywood btw.

Average pop density of WeHo = 18,000 per sq. mile.

Average pop density of LA City 8,000 per sq. mile. Don't forget there are vast swaths of LA city that are single family.

The Hollywood Community Plan area has nearly 2/3 of its residential area in single family zoning. The av population density of the CP area is very similar to the city of LA as a whole. Even excluding the area devoted to open space the Hollywood CP pop density is between 11,000 to 12,000 per sq. mile depending on which pop estimate you believe.

Malibu Fire Department is also a contract service with LA County Fire and the lifeguards are also LACFD, the lifeguard division.

LA County Fire is one of the largest fire departments in the country, maybe #2 after NYFD. They cover unincorporated portions of LA County (those massive areas that burn every year or so) 58 cities in LA County that don't have their own fire dept and 1 Orange County city they contract with.

Most of the cities that incorporated post WWII contracted out to the LACO for Sheriff , Fire and Building and Safety services. They call this approach "The Lakewood Plan" after the first one to do this. Primarily they wanted control over land use and zoning and in cases such as WeHo rent control.
