This gentleman has reviewed most of the whale watching options in the area. There's no harbor in Hermosa Beach itself, your best bet is probably to try Redondo Beach / King harbor as these will be the closest, but you'll probably have more and better options if you're willing to drive to the Port of Los Angeles (San Pedro) or to Long Beach.
