Which should I choose for a 2 night stay Carmel or Monterey

It depends entirely on what you like and what sort of experience you want.

Carmel is a small town, decidely upscale, uber-quaint, has lots of boutique-y shops and art galleries, and a really beautiful beach. Carmel mission is there, which is quite interesting.

Monterey is larger, more like a small city (about 30K people live there - so not a bulging metropolis or anything). Monterey is more diverse than Carmel, has a wide range of accomodations and restaurants, and is generally busier. Canery Row is the main tourist area, followed by the wharf area. For history, there is the history park and a few adobes downtown that you can visit. The coastal recreation trail runs along the coast through Monterey and then into Pacific Grove.

Pacific Grove, is a small-ish town with a nice little downtown and a really beautiful, rocky coastline.

Bear in mind that Carmel and Monterey are just a few minutes apart, so access between them isn't a big issue.
