For those of you that are renting through a third party as well, based on excellent advice these are the precautions I have taken.
1. i have sent an email directly to Thrifty Costa Rica (email@example.com) stating the following:
I am writing to you in order to receive further clarification on the rental procedure in Costa Rica. I am aware that a government policy insists that all cars rented in Costa Rica have mandatory Third Party Liability insurance.
I have rented a car through economycarrentals.com for a Suzuki Jimny with Thrifty. I have attached the car rental voucher to this email for your perusal. I have also bought a Full Insurance package which includes Third Party Liability and Collision Damage Waver amongst other things. I have attached the Terms and Conditions for my rental to this email as well.
I would like reassurance from Thrifty that I will not be asked to buy any other cover when I arrive in Costa Rica and would really appreciate a representative from Thrifty to ensure that this is indeed the case. Extensive research has led me to believe that my insurance package is more than adequate in terms of meeting the Costa Rican government rental policies.
I look forward to your speedy reply

I have done that and sent Thrifty PDF copies of the terms and conditions as well as my voucher for their records as well. I have asked them the same question so I have absolute clarification. The reviews from trusted websites like Fodors and Tripadvisor have made me very nervous.

That is absolutely brilliant - thank you very much. We will have a valid credit card in the driver's name and I am prepared for them to put a hold on it as well for a security deposit.
If I wish to reference this conversation do I just contact Economy with this case number and name? Or Thrifty can?
A valid credit card in the name of the main driver must be presented as guarantee for the rental. Our local car rental partner may reserve 1200usd as guarantee, which will be released after the end of the rental period if no damage/theft has occurred. Please note that all local payments will be made in US Dollars.

no there is no need to buy an extra insurance, The booking is confirmed by Thrifty Costa Rica under their reference and the Full Insurance Package with Excess
My query is that is there some way of assuring myself that this insurance policy will be accepted by Thrifty Costa Rica. At the moment there is a breakdown of communication between Thrifty and Third Party providers. I have the voucher saying that I have full insurance but there seems to be historical evidence that Thrifty does not accept it and then pressures customers to buy their own insurance thereby increasing the cost of rentals two or three fold. It is written in the reviews on your own website. I don't want this to happen to me when I arrive.

And what assurance do I have that this will be recognised by Thrifty Costa Rica? A quick Google search and the reviews on the economy car rentals website show that this is not always the case.

3. I have filled in a form on the Thrifty Customer Care website (thrifty.com/CustomerCare/content/Reservation…) and sent it to them basically restating the same question as in point 1.
If I don't hear anything back in a week I shall look at my options but hopefully I have covered all my bases! Will keep you all posted as I know a lot of people will book car rental through third party websites (for value!) and it will hopefully be a reassurance to them as well.
