I spent itme in each. Monteverde is a #district, next to the town of Santa Elena about a 15 minute walk over dirt packed rough potholed road with trucks and "taxis "and motorcycles. If staying at Monteverde U can go to Santa Elena to shop from everything from razors to apples, bottled water ,creveza too, bank ,pharamcy too. There are nuerous tour companies for trip to the Cloud Forest areas for Ziplines to guided walks on suspension bridges, Selvatura coomes to mind, you can take coffee plantation tours too,or other day and overnite trips as well as taxis and buses for transport, really easy intermodule transport. Arenal is area around the Volcano and Lake of the same name. I used Desafio travel company with local offices in SantaElena and LaFortuna the town near Arenal volcano. It took 3-5 hours from Santa Elena to Arenal by way of taxi, boat taxi, for 21usd. Hope this helps. Regarding weather dress in layers,Monteverde is in the Mountains and Arenal is at lower elevation.

If you have a car, Arenal is a far superior option. No area in C.R provides such a wide range of options: Volcanoes, Arenal Lake, Forests, Lake Cote, Wetlands, Native-American enclaves (Guatusos), some of C.R best restaurants. If you don't have a car, Monteverde is a more compact area, fascinating in its own way.

I would suggest you look at the time you'll be there and what "micro-climates" you would be experiencing in either Arenal or Monteverde.

We just got back from a two week trip to CR and went to both places. It rained buckets the whole time we were in Arenal and while we still had fun, it put a damper (ha ha) on our trip.

Meanwhile, when we got to Monteverde, it was sunny and beautiful weather. We wished we would have planned it to stay longer in Monteverde and not in Arenal over those last two weeks in December.

There is plenty to do in both places - more in Arenal but Monteverde is unique in its own way and intimate if you pick the right place to stay at.

Good luck!
