From Tortuguero to Arenal is about 5 hours. But it is not rough by any means.
You will take the boat from Tortuguero to Pavona where you can pick up a shuttle for Arenal. The boat trip is about an hour. The trip is rather long, but you will go through some interesting/beautiful areas and they will stop at least once - maybe more.
Your lodging can arrange this for you - it's around $50-$60 depending on where you are going in the Arenal area.
