Well cab or other modes of car are safest and most direct, but not cheap. If public transport fits in your plan, the local trains - nicknamed Dabbawallah Express due to a significant volume of traffic - are excellent by Indian standards. However do avoid all rush hours which is quite a long part of the day, and even outside rush hours 1st class gives a better chance for a seat than 2nd class but no guarantee for it.

I presume, you are saying within Mumbai. The best and most economic way is Mumbai locals or even BEST buses. Its easy to get on to a bus than to a local. But if you dont know how to get around, its better to go by cab or rented car.

If its outside Mumbai, train is the best way, but need to plan atleast 60-90 days in advance or you wont get tickets.

You can cover Mumbai religious places with in 2 days by cab or BEST buses or trains. Buy Mumbai guide for references and routes.
