There are some sandy beaches in Croatia although they are not common. In Montenegro the south around Ulcinj has fine sand. Budva/Becici has pebbles and larger grains. The price of loungers varies slightly. Tends to be around 5 or 6 euros.

There is a mixture of all, Plavi Horizonti and Trsteno are beautiful fine sandy beaches, Jaz is a mixture of sand and pebbles, Ploce an amazing rock beach with swimming pools built into the ground, there are lots of small shingle beaches around the Bay and around Budva Old Town with larger pebbly beaches around Sveti Stefan. Ulcinq has 12km of fine sand, and a whole area of coastline in between I don't know much about.

Loungers range from 5Eur to 50Eur at Sveti Stefan
