I am not sure how you arrived at chosing Pipa. Since you don't say when you plan to travel, it is hard to make other recomendations due to the weather. But, it is hard to believe that Pipa is filled with resorts. It is still a smallish and undeveloped beach that is great for couples and singles who are looking for a simple place to go. I haven't been to Pipa, but I have been to the Barra de Cunhau, which is not part of Pipa. The beach there is spectacular, but it is very rough open ocean. All these places you have to be extra careful with the kids and yourselves in the heavy surf.
If I knew the time of year you plan to travel, I would say more about where I spend a good part of the year, Maragogi, Alagoas. It has ten different beach communities all on one of the most impressive lagoon and natural pools on the reefs in all of the Americas. It is the gateway to Brazil's largest federally protected maritime sanctuary - the APA Costa dos Corais. Between October and April it is ideal for a layed back family vacation. Especially when you have small kids. The only time I try not to be there is the month of January and Carnaval since the place is over-run with visitors.
So let me know if you are interested. But, I don't recommend going now. The rainy season is a bit too intense for me. Pipa should get less rain at this time of the year and as you go further north into the State of Ceará traditionally it is dryer in the months of July and August.
