If you mean the latter, I would go for ANA or JAL.

Singapore Airlines because of its high quality service.
Singapore has one of the best looking flight crew! My husband is always drooling. lol
Be sure to check the seat size if you need a bit of leg or elbow room. http://www.seatguru.com/ An extra inch can mean a lot after a few hours.
After flying with many airlines over the years, I can honestly say that JAL, ANA and Singapore are the best. People always say that JAL and ANA are more expensive, but sometimes you can find good fares. In fact, JAL had the lowest fare on my last trip. Singapore usually has great fares.
I must say that I was a little disappointed with JAL this time. Their meals and movies were not as good as Singapore's.
The only thing I don't like flying with Singapore is that the flight from LAX arrives late in Tokyo. If you don't mind that, I highly recommend Singapore.
I don't even consider American operated airlines (AA, Delta, United . . .) They are not good.

The question is highly subjective.
Best in what terms?
Leg room, service, economy, business class, first class?
For me, none of the above matter, you usually have to pay a heck of a lot more for good service. I'll just go with bottom dollar, whoever is the cheapest, get me there and I'll spend the rest of the money I saved on having an actually nice trip in the destination country.
Just my 2cents.
If it's economy class, foreign or domestic, they all reek. Personally, I'd choose based on price and departure/arrival time.
