I would also vote for Ram's Head for lunch and good beer. Their outside dining is great. It is usually seat yourself and first come first serve, but I always find their dining room a bit too quiet. As far as beers go, I highly recommend their Whisteria Wheat. It is a delicious seasonal beer and perfect for summer. It is about a three block walk from the hotel.
There is also a great Tai restaurant (Lemongrass), which almost across the street from your hotel. On West Street.
I know that you are going there for the rehersal dinner but Reynold's Tavern also has cool outside dining.
It is true that inner West Street is close to bad part of town, but I would not be too afraid to walk it alone after dark. It is a well traveled street, and it is also an up and coming area. Parking around Church Circle is slim. There is a garage (Gott's) nearby, but you could probably take a cab for the cost of parking.
