Most local restaurants (esp. Chinese) have high chairs but no child menu in these restaurants. I am sure u will be able to find some dishes that ur child will enjoy.
As for child menu and high chair combination, usually the American chain restaurants offer them. Hotel restaurants/cafes also offer high chairs and most of them do have a child menu. U wont lack a choice if u r along Orchard. A road lined with hotels and shopping malls.
A very good choice is Marche (european styled deli store for dining in and take out) but I heard that it had changed somewhat so u may want to check it out. A good place for everyone, parents and child.

Not sure if this restaurant is still around but another big US chain that is popular with families (some kids absolutely love it but it is not my cup of tea, too loud and a little too much visually for kids to dine properly as they are always distracted) :

Sorry this list is short but not everyone believes in kids menu and my experiences are limited in SIN as I take my kids (age 4 & 2) to eat locally which they enjoy (esp. the prawn mee soup noodles or most of the noodle soup dishes, they also happen to love the chicken rice in SIN, who wouldnt ?! I highly recommend this local dish, very tasty rice and chicken even kids love) Another dish that my 2 year old love is the satay (all the meat - chicken, lamb and beef). Some stalls are spicier than others so u may want to test it out first before ordering. A good choice of a similar dining is in a Japanese restaurant, Yakitori (chicken on sticks) or Teriyaki. A good place I can recommend is Nanbantei (a Japanese BBQ restaurant). One of my favorite haunt in SIN :
