As for Paypal they have claim guidelines on their website, last time I looked it was somewhat obfuscated, but it is there and when I glanced at it tonight it looks to have been improved.
You mention paying the balance 3 weeks ago, with that you might have some success, but get onto it asap.
With the original payment that may be too long ago for either a Paypal calim, or a credit card reversal.
If there is a credit card involved at anytime, even remotely as a Paypal funds origin then report this to the card issuer immediately using their 24/7 contact line.
Get as much of that underway before your departure.

However, as others have mentioned if you paid Paypal with a credit card that may assist, but get onto the card provider immediately, they also have disputation cut-off times.
As mentioned above, keep a very cool head, ask for you money.
If you don't get it just say that you will be back with the Police.
Ensure you don't say anything much else, less is more in these situations, then they can't be at all certain what you are going to do, what you know, or who you know.
Ensure that they have a way to contact you.
