Unclear whether you need to or not.

This notice is still up:

www.chinaembassy.org.sg/eng/lsqw/t427842.htm

It states "We will resume the visa waiver programme at an appropriate date after the Beijing Olympics."

Doesn't say when, so best advice is to contact the Chinese Embassy in Singapore. Consular Affairs Office: 64712117 64795345

I'm subscribed to the consular updates for Singapore so I should know as soon as they've resumed the 14-day (not 15-day) visa-on-arrival policy. There's no news as yet.

I would advise that you apply for your China visa in Singapore.
