Visa - any way to apply in person aavoid service fees in UK

I am very confused about the visa application process for Chinese visas.

Am I right in thinking that the only way you can now obtain a visa is by going through the visa application centre (think this changed last year). By doing this it seems you have to pay a service charge of £46 per visa for express service - and that is on top of the £35 visa fee. As we are only going for a week this seems a lot of money we could be spending on something else!

Would be grateful if someone could clarify. Don't mind queuing if it avoids paying the service fee.
