Some companies don't want their employees to receive too heavy attachments in emails.

There will be an auto message asking if that is for business. If yes, the sender needs to confirm and they'll forward that to the person.

I don't think emails are screened by the government.

The government doesn't screen every e-mail. in VietNam, although it does have 'persons of interest'. They also have 'relationships' with certain large overseas e-mail outfits.

VietNam allows anyone to use software-based encryption without any permission, such as PGP.

Web activity is monitored and accessing, or attempting to access certain web sites, might cause the government to query your ISP but if you are using an InterNet cafe or hotel they will have no user records.

You can also use proxy servers to anonymise your browsing.
