Budget seafood, hmm??? There are several budget restaurants in the Dupont Circle area near the Washington Hilton. There is a Chinese place, can't remember the name, but they have several DC locations including one on Connecticut in Dupont. It is very casual, looks like fast food, but they prepare your meal in a wok as you order. You can have a tasty meal for 5 or 6 dollars. Zorba's is a casual Greek restaurant in the Dupont Circle area that also offers good food at reasonable prices. There are many others, most of menus posted.

For breakfast there is a deli on Connecticut only about 1/2 block down from the Hilton that has good, affordable breakfasts.

There is Happy Hour sushi at Shanghai Inn, between L and M streets on 19th, just south of Dupont Circle.

Johnny's Half Shell is on P Street just west of Dupont Circle, but is is a little pricey. 8 dollar wine and 20 buck entrees. Good food though.

M & S Grill is I think on F st near 12th. Sister restaurant to McCormick and Schimdt <sp> which is a bit more upscale.

McCormick and Schmick's used to have killer happy hour specials until 6pm that you could investigate It is on K street at 16th. Also try Thaiphoon, the all you can eat indian buffets, and Zorba's in dupont is also tasty and very inexpensive.
