In Montana, it's perfectly legal for anyone to perform marriages, so I assume the same goes for vow renewals. But of course you are looking for an officiant....try a church or religious organization? Sorry, I'm not much help here...maybe do a google search for wedding officiants. Or just come out to God's great country and be moved by the spirit!
