We looked at buying an apartment for holiday rentals at the Tavira Gardens last March. The complex is pretty good with the facilities you would expect, however the road ( main EN125 coastal road ) was busy during the day, you have to cross the road to get into town ( no crossing or bridge to help) and there wasn't a footpath as such. It is about a mile into town so a taxi would be necessary, if you have kids or not.
Tavira is still quite traditional, not as developed as many of the other algarve resorts with good restaurants. The beach is a long way from town being on the far side of an island that you have to take a ferry to.
We eventually bought in Silves and Albufeira, more in the centre of the algarve.
