Is it safe to swim in the sea at Palm Cove ( or Port Douglas for that matter) in August?

All safety is relative.

The beach will be patrolled, and the stinger nets will be up (out of the water).

It is a popular beach.

Yes, no problems in August as the stinger season doesn't start until, usually, about October. Also, being inside the Great Barrier Reef there are no large swells so the beaches tend to be shallower with gentle little waves.
