You mean without going ON a boat .... you may see them in the Estuary at Mandurah .. where the dolphin cruises leave from ... but that's a big MAY ....

We did a dolphin interaction in Bunbury at the dolphin discovery centre. You stand on the shore or in the water just below your knees and the dolphins swim up for a feed. The guide feeds them. Quiet a few came in when we were there. Bunbury is another hour or so south of mandurah though :(
