So far the two places I've travelled to have had completely different road rules. Is it possible to get a licence that allows you to drive where ever you go?

You can get an international drivers licence from the RAA IF you already have an Australian licence.

An International Driving Permit is basically a multiple language translation of the driver's license you already have from your home country. In my experience, they're pretty useless unless the specific country you're visiting requires one (many countries don't).

Regardless, the permit has nothing to do with road rules. That's something you as the visitor need to sort out.

Yes, even with an International Drivers Permit (which still won't allow you to drive in some countries such as Viet Nam, where only a local driver's licence will do), you will still be required to obey the road rules of whatever destination you are driving in. Ignorance as a visitor will be no excuse if you get caught.
