All students in Amsterdam gets around on the bike.
That being said, studying at Fraijlemaborg means you have access to the Bijlmerplein with all kind of stores and cheap carribean and african food and a market besides dutch supermarkets. There's a cinema, the Ajax football stadium and a couple of music halls. It's about 30 minutes out of the centre biking.
But getting a bike is so much easier.
If he participate in the introduction week of the Asva students corps he can buy an official renovated second hand bike for 55 euros
You also get a free Asva year membership.
If you choose to buy a bike later at Pantara, you will have join the asva for 15 euro.
Make sure he gets a sturdy chain with a good lock. Often the locks cost more than the bike because stealing bicycles is the number one past time in the Netherlands.
Ofcourse he can also buy a stolen bike for 20 euros, but i would not recommend that.
