The cheaper options:

a) buying discounted specials to Kehl. Start from EUR 49 for 2 but the cheaper ones will be mostlikely already gone.

b) regional trains to Kehl

Mo-Fr past 9am: EUR 48,00 for 2 (Quer-durchs-Land-Ticket)

Sa,Su: EUR 39,00 for 2 (Schönes-Wochenende-Ticket)

c) regional trains to Saarbrücken - Strasbourg

Düsseldorf - Saarbrücken: see b)

p2p Saarbrücken - Strasbourg is EUR 41,80 for 2

From Kehl to Strasbourg you have 2 options

1) buying a p2p Kehl - Strasbourg EUR 7,60 for 2 on a regional train

You can buy this ticket already in Düsseldorf and can just stay seated in Kehl.

2) change in Kehl to the Strasbourg city bus line #21

A 24 hours ticket for 2 (or 3) persons "24H TRIO" is EUR 5,60. Covers all trams and buses in Strasbourg.

In case you're flying into Düsseldorf and travel the arrival day or day after to Strasbourg the best deal will be to travel on a Rail&Fly ticket to Kehl. Rail&Fly partner airlines

VRR is the local public transport association for Düsseldorf and the Ruhr Area. It gives prices only as far the VRR tariff applies. The timetable system in the background is also used by other such associations in Germany. That's why it knows connections as far as Strasbourg. VRR tariff would e.g. apply if you travel from the airport to Düsseldorf to stay there overnight.

The opposite will occur if you use the DB timetable to query for connections inside the VRR. It will give you the connections - but not the fares.

Strasbourg is next to the TGO. A few hundred kilometers south of the VRR area. There are combined offers of the TGO+CTS (Strasbourg) - but they are of no use for your case.
