Is there public transit to get from Vancouver Airport to the boat to North Vancouver?

Yes, Sam has given you links for detailed information.
Basically, you get on the Canada Line at YVR. The last stop is Waterfront. Don't go up the escalator from the platform at Waterfront. That will take you out onto Granville Street. Instead, follow the crowd through the pedestrian tunnel to the escalators that will take you up into Waterfront Station itself and then follow the signs to the SeaBus.
You don't say what day or time of day you will be here. If you are travelling on a weekday before 6:30 PM, you will need a three-zone ticket to get to North Vancouver. On weekends, on statutory holidays and after 6:30 PM on weekdays, the entire system converts to one zone. There is also a $5.00 surcharge when travelling into Vancouver from YVR.
I thought North Van was Zone 2 and since someone coming from Richmond already had a 2 zone pass they were in the clear-No?
EDIT-here's the Fare Zone map

Thanks all for the great info.
Not sure what is meant by "being in the clear" but a 2 zone ticket is needed for traveling in two colours, wherever those colours may be located.
