A warning to fellow travelers: the police in Tofo are extremely corrupt and it is not safe to go to them if you are in trouble. I had a terrible experience at Nordin's lodge about a week ago. I was staying in a beach bungalow, and woke up at 1:30 in the morning to screams of "help." Running outside, I saw a man holding a young scottish girl (twenty-something) and trying to pull her back onto the beach. I began yelling at the man in portuguese, and he loosened his grip enough for her to slip away and run over to me. Note: the Nordin's security guard saw this happening, YET DID NOTHING. It turns out that the girl had been smoking a cigarette outside of Fatima's and this man had dragged her onto the beach and tried to force himself upon her. He had put a baton to her head and threatened to kill her unless she complied. We went to Fatima's, found her friends, and confronted the man, who was standing outside. I explained to the security guard what had happened, and he suggested we call the police. However, he did not restrain the assailant when he walked out of the bar.
We found out later that this man turned out to be a police officer who had been drinking with his friends all night at Fatima's. We called the cops and went to the police station, where the officer on duty proceeded to take her and my own statements. The assailant, now changed into his cop uniform, met us there. The situation escalated quickly as her assailant pulled a joint out of his pocket and pretended that he had found her smoking marijuana(a side note: the first iteration of his story was just that he had seen her on the beach with two sketchy guys and was protecting her). They then would not let us leave the police station, physically restraining us, waving around handcuffs, and threatening us with a machine gun. Eventually, they demanded a bribe to let us go. The assailant, who was drunk and waving around the rifle, kept repeating, "I want my money." The cop on duty, when we gave him all we had, kept insisting that it wasn't enough and that there were three people to pay off (the cop on duty, the assailant, and his cop friend who also had been at the bar)
When we got back to Maputo, we went straight to the American embassy and there is an investigation in progress.
Be aware that security guards wherever you stay may not be willing to help respond to an emergency for fear of police retaliation later. Even though the security at Nordin's and Fatima's were undoubtedly aware of what was happening, no one made any move to stop the attempted rape until my family ran outside. The owner of Fatima's has been very responsive to the investigation and helpful in resolving the situation, but I want everyone to be aware of what can happen.
