Here is a link to our BC tourism sight, specifically for whale watching. You can see a variety of whales out of Vancouver or Victoria and other locations on Vancouver Island. As for bears, there are some grizzly bear tours out of Port Hardy and Telegraph Cove at the north end of Vancouver Island, about a 6 hour drive from Victoria or about a 7 hour drive from Vancouver. Bears will be settling in for the winter about October, unless it remains warm.
