I suggest you wait till you arrive and your hotel can help you with this plus you may decide once you get to your resort that you are having so much more fun there and why spend extra money if you don't have to!

I've been told that they fill up rather quickly and there are a couple my children are wanting to do. Is that necessarily the case?

We always travel in Feb at the school winter break and the hotels are usually 95 to 100% full and we have never had a problem with tours being full but if you are concerned go ahead and book now.

I just know that we always say we will do a tour and then once we get there we change our minds because we really enjoy just relaxing by the pool or beach!

When are you going to Vallarta?

Yes, the popular tours like The Pirate Ship tour, the Rhythm of the Night and even the canopy tours can book up quickly, especially when the cruise ships come in to port.

If you are staying for a week or so, I don't think you will have trouble booking excursions on a particular day. We go during peak season and never had trouble booking tours. I think it works better to wait until you get there just because of weather issues. They will probably go ahead with the tour even though it is rainy, windy, etc.... but a nice day makes it much more enjoyable and you might have trouble getting your money back if you decide to cancel. Just some thoughts......
