If your word (but) means buy, the answer is no, the shops are located in the departure area, after security. I don't know of any shops between customs and the parking area in the arrival area. If this is your 1st visit to the Cancun airport, beware of the TimeShare Army.

What Ill do instead is to buy some at the tax free store here in Ottawa !

Duty Free shopping is for when you're flying out of an airport, not when you arrive. You're more likely to get authentic Cuban cigars (if that's your goal) in Canada than in Mexico.

There is a duty free shop upon arrival at teminal 3, but not all planes land at that terminal, thus the confusion. It is right after immigration and before you collect your luggage.
I'll also recommend bringing your own. I love my Cubans but they are so over priced. Very difficult to find any Dominicans, Nics. or Hondurans also. I'm here now and wished I had packed a few.
droptine, do you remember Tony's blog on Cuban cigars. It's about 4 yrs old but still may help. Some of those shops are still in Playa.
