In 2005, we did snorkel trip through Dressel divers to Cozumel from IB Paraiso Maya. Trip involved van ride to PDC, ferry to PDC, van to IB Cozumel, where we ate and had access to pool and beach. Then we took boat out for snorkel/ dive trip. About 8 were snorkelling and about 5 were diving. Snorkelling was good, water was really rough that day. Too rough for me, but everyone else really enjoyed. Last year we stayed in Cancun and went to Isla Mujeres for snorkelling. This year I think will try the Catamaran snorkel trip. Due to uncertaintity of weather, I would not plan too far in advance. We found that the day before (or same day early in the morning) seems to work best. You could also take ferry to Cozumel and find outfit in Cozumel. Here is couple websites, I found when doing my web research.

We were going to spend the day at the IB Cozumel, but it wasn't worth it, so we just went to Cozumel. First, you pay for the ferry ride (round-trip), then it's an $18.00 taxi ride each way. It's fine if you have others to share the expense with and if you plan to spend the whole day there, but our group didn't want to do that.

You don't need to go through a tour company either. You can just take the ferry on your own (don't buy the round-trip ticket...buy one way and buy the one way back when you're ready to return as there are different schedules). I spoke to Lisa Miller at the IB Cozumel about using the facilities and you just need a Driver's license to leave at the desk and they allow you to use the facilities for the day.
