We're doing the same, stopping off on a cruise for 4 hours. Are there any beaches nearby and can you get local transport to them?

Ensenada isn't much of a beach area because it's a deep water port. The nicer beaches are, in my opinion, north of Ensenada. You could easily get a cab to take you there, but there wouldn't be an option for getting one for the return. You might consider renting a car in Ensenada for the day.
