Yes there is a bus from Castries to Soufriere, but it doesn't run all that often and will usually be packed. Buses in St Lucia are mini-vans that are independently owned and operated, so they only go when they are enough passengers to warrant the trip from Castries. Trip times can vary but it is roughly a 1 hour drive to Soufriere.

the bus can be an incredibly inexpensive way to get down the coast - about $6EC from Castries to Soufriere. However, there is no set schedule, you will wait at the bus stand in Castries until the bus is full - no way to know how long that will be. The bus will then make its way south - stopping along the way to let people on and off. And as gdbear said - even less reliable to get back north as they travel less in the evening (fewer people heading that way) and much harder once night falls. Be prepared to hire a taxi for the return trip - and then you are in the the US $60 range one way.

Hiring a car for the day to drive yourself or hiring a driver to take you down and up can work out less expensive - and you have the vehicle at your disposal - able to take you to Jalousie beach or Anse Chastenet, the volcano or Tet Paul trail, etc.
