Well, Sugawarano Michizane, the devine figure of learning, is believed to have been very fond of plum trees, so Tenjin Shrines (including Kitano Tenmangu Shrine in Kyoto and Yushima Tenjin Shrine in Tokyo, etc) has plums.

The Yushima Tenjin in Yushima near Ueno Okachimachi and Tokyo Universtiy has about 300 plum trees.

Shinjuku Gyoen has about 350 plum trees.

There are around 10,000 plum trees in the farms along the old Koshu Road (Route 516) west of Takao near Hachioji towards Kobotoke path/tunnel.

If you are going to Kyoto (like most foreign visitors do when in Japan), check out the Kitano Tenmangu shrine there.

”When the east wind blows, flourish in full bloom, you, plum blossoms! Even though you lose your master, don't be oblivious to spring”

「東風吹かば にほひをこせよ 梅花 主なしとて 春を忘るな」

>>a poem written in 901 just before he left Kyoto for Daizaifu by demotion. He felt deep sorrow that he would never see his precious plum tree in his residence in Kyoto again, so he talked endearingly to it<<

>>A romantic legend says the plum tree was so fond of its master that it finally flew to Dazaifu, which is now known as tobi-ume (飛梅?, (lit. "the flying plum")) (ja:飛梅) at Dazaifu Tenman-gū (a shrine dedicated to its master)<<

Pictures of Yushima Tenjin here:

It says a few early bloomers started to blossom, but regular plum trees are not even close. The peak is predicted at the end of February to early March.
