You can make arrangement on the Inspiration itself, or easier to just do it yourself. When you get off the ships tender, the majority of the golf rental places are on the left side when you leave the dock. They require a cash deposit and proof of a Drivers License. They rent by the hour, and most folks go over an hour, and pay for 2 hours, I think it is like $40 per hour. (I did this in February when I was on the 4 day cruise on the Carnival Inspiration). Also things like Parasaling is easier and cheaper on shore than from the Ship's tours. Now, I did order two trips from the ship, one for the Ensenada area (guided bus tour), and then I did the tour of the ship on Thursday. I highly recommend the tour of the ship, it was amazing, and the tour guide was totally amazing. Alas, there is a strict no camera policy for that one, though they do give you a "free" (included in the tour price) of the group with the Captain on the Bridge, along with some souvenirs and a special treat when you get back to the cabin.

1) There are plenty of Golf Carts, no worries about selling out.

2) Yes, there is some shopping available, basically the area right next the dock is the main shopping area, lots of tourist items shops.

2A), well, you can take a guided bus tour, check out the Casino (as in Dance Hall) a historical site, walk around the gardens, etc. Here is the Catalina Tourism Website.

3) As for the on-board tour, it was $55. Here is what I wrote about it at TA's sister site, Cruise Critic.

A great place to check out information about the Inspiration from many folks.

Carts rent by the hour and generally come in two sizes: a 4-passenger cart, which rents for about $40 per hour; and a 6-passenger cart, for about $60 per hour. Two-hour maximum rentals are common. Check signage for the most up-to-date prices, and to see if any special rates are available. Expect to pay cash. Carts are especially in demand in the afternoon, so you might want to consider a morning rental for greater convenience.

Golf carts are only rented to adults 25 years and older who carry valid driver's licenses.
