There is no "best" site, there are several good ones. Try an airline search engine to pick one for you. First look at:

airfarewatchdog.com/FareSearchResults/tabid/…

I like these engines:

Kayak, Mobissimo, Bookingbuddy, Qixo

always compare several - there is no single fare

I use an airline search engine to locate the best prices because I am always flexible with dates and I can put lots of alternatives into the search engines to see when I can fly with the least expense. However, once I locate a reasonable fare I usually go directly to the airline and book directly with them. Thus far I have always received the same price that the search engine offered. If there are changes in your flight or delays, things go much easier if you have booked directly with the airline rather than a third party booking agent.
