This is a local place in downtown Luquillo. Very small place with authentic feel. We had the shrimp Mofongo and it was outstanding!

The lunch specials are a spectacular deal. For under $20 total I had fresh grouper and my wife had the biggest shrimp she'd ever seen. Generous serving size, plus included beverages. Beans and rice might be 'bland' but it is authentic.

Had lunch with several people, ordered an appetizer, got charged for two because they said there are 5 in your party and one was not enough! Really! We ate lunch here after it was recommended by a local. The food was all right, but not outstanding. The service was good. I will say that the chicken with garlic sauce was the highlight of our meal. The rice and beans were the least enjoyable we had all week; not bad, just bland.

Following CCJudy's comments I ordered fried red snapper. It's the first time I've had red snapper and I think this has set a standard for me that will be hard to match.
