This is a classic dive bar on the water in Whidbey Island. Lots of photos and memorabilia on the wall, cold beer and great cheeseburgers. What more can you ask for. Would have gotten five stars if it had been a little cleaner inside. Beside that, it is a fun atmospheric place.

I come here for the Mussels as they are very good (and really fresh as they come from Penn Cove) Toby's is a tavern with a great view of Penn Cove on Whidbey Island. This is a good place to have a drink and some mussels.

Every town has a bar that serves great food. Toby’s is that place in Coupeville. We enjoyed tasty halibut and chips and steamed mussels served with a nice cold beer on the side. This place is as casual as casual gets, but worth dressing down for.

Local dive bar about sums it up and one certainly gets what comes with it...mediocre food and pissy service! I ended up eating here twice because girlfriends really wanted to go after I'd already been once. Don't come here looking for fancy food with fancy plating. But if you want the best Penn Cove mussels washed down with Toby's own Parrot Red Ale with a big side of local flavor, this is a must on Whidbey Island. Remember, it is a tavern, folks. Toby's has great local atmosphere - even when filled with tourists (ok maybe not). We asked a local for a place to eat. Recommended. It is old and on water. Gives a Cheers ambience. Mussels are outstanding which is what known for. Over 21 only

Had a late lunch here with a friend during our girlie getaway. We shared the 2lb mussels with garlic bread and had a glass of wine each. Delicious. The waitstaff were friendly and helpful. Would definitely go back.
