This is the local bar,small town casual. The food is decent. The mussels are awesome! Sit down and try to pass for a local with a pint of their local red ale.

The service wasn't the very best, but the place was crowded and we didn't wait too long. The food was fresh and local and very good.

We love the mussels at Toby's. They're the best ones we've had in the area. They are simple and fresh but flavorful and large. Good price for the portion size. This is a classic dive bar on the water in Whidbey Island. Lots of photos and memorabilia on the wall, cold beer and great cheeseburgers. What more can you ask for. Would have gotten five stars if it had been a little cleaner inside. Beside that, it is a fun atmospheric place.

I come here for the Mussels as they are very good (and really fresh as they come from Penn Cove) Toby's is a tavern with a great view of Penn Cove on Whidbey Island. This is a good place to have a drink and some mussels.
