I'm no expert on Cuban food. I had the Pescado Enchilado. The fish and plantains were excellent. The black beans were pretty mediocre. The real great thing about the restaurant was its porch dining. It's a great place for a early evening beer (I had Xingu) on a cool summer night.

Seriously, if you don't mind eating before 6pm like most people in Portland, there is no better deal for great Cuban food. The cocktail list is expansive and they have one fantastic banana daiquiri.
