I almost did not make it into Toro on my visit. There is lots of construction in front of the entrance which closes off the parking lot area and gives the appearance the restaurant is not open. The burned out lamp for Toro's 3rd letter was not a good sign. This once popular and highly rated restaurant is falling out of favor.
