The best time to visit is during Happy Hour (3:00pm-6:30pm), when the delicious tapas are half price. I went here last weekend for a luncheon and the food was killer! The service was very good other than not being set up for the event when we arrived and taking forever to get set up for a reservation that was made very far in advance.
