We stopped there one morning for breakfast, we had nice seats overlooking the scenic monument on the main road, and we had the best cappuccino we found so far in Phnom Penh. We also ordered fruite with yogurt and muesli and banana pancakes, all very good!

This is a good spot to escape the chaos outside. It's on the main road but as soon as that glass door shuts, it's pretty peaceful inside. I wonder why service quality tends to drop when a place becomes successful. Java Cafe seems to confirm this. Service was slow, waiters were not responsive. The best place in Phnom Penh to just relax on the balcony and sip at an Iced Coffee, watching the motos speed down the Boulevard. Great food and layout inside and out. The menu is based and a mix of Asian and Western styles. Everything was good, service was nice. Worth a visit for a great coffee.
