The Hotel Tatarstan is perfectly fine. The prices are a little higher than you might expect for someplace as out-of-the-way as Chelny, but the rooms are clean and recently rennovated, the bathrooms are small but nicely finished.
The "internet" means they have one computer in the conference room that you can use if you ask.
They do have a small bar and restaurant, but I didn't try them, as my girlfriend knew other local places that she wanted to go.
I stayed there 6 nights, and have no complaints at all.
