We stayed in the GV Hotel, Talisay Cebu for 8 days. There are about 5 floors and no elevator to walking up the stairs is a slight disadvantage but we stayed on the second floor and didn't really notice it. If you are on a budget, this could be the right choice. Mind to get the highest room, the view is nice. Even if that's the worst area in Cebu. Gv offers a decent environment, and it seems to be safe. You can get delivery food & drinks for a reasonable price.
