It all depends on your point of view. If you want a Western style hotel with staff who are polite, speak English, understand the concept of customer service and try and make you welcome - then perhaps the Otrar is not for you. I stayed at this hotel on March 2013. My expectations are not too high for this old Soviet looking hotel. But this hotel is less than my expectations. Negatives: Small room, breakfast is not good, very very very expensive. Positive: Wireless internet in everywhere, clean rooms, good location.
