The hotel is very modern and affordable for japanese prices. Parking costs an additional 800jpy for the night. The onsen costs 500 per person, which I felt could be included in the room rate. Sushi street is located pretty close by.

My wife and I stayed here for 1 night during the winter season. Its located halfway between Otaru canal and the train station (about 10 mins walk from either side). It was very clean and functional. Their staff were very helpful and polite. The room was small but I can't complain for the price I paid.
